High on a Church Street Building, surrounded by fancy brick work and broken glass sits the proverbial wise old owl. A romantic might suggest he is keeping watch to see that change comes to Naugatuck on the wings of wisdom. A cynic might remark that the broken glass represents the way we have sometimes treated our patramony. I like to think the beauty of the brickwork represents the exuberant pride that the citizens of Naugatuck feel even now, in spite of the hardships the Borough has endured over the years. A better tomorrow must be built like the building in the picture, the cooperative effort of many, put in place one brick at a time. There are no instant solutions, no magic bullets. Hard work, cooperation and patience are required.
